Congressman Andy Barr of Kentucky has cast his vote in favor of H.R. 5009, the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025. The legislation includes a pay raise for military personnel, addresses threats from the Chinese Communist Party (CCP), and emphasizes military readiness.
“The passage of this defense bill sends a clear message: we stand resolutely with our servicemembers and their families, who sacrifice so much to protect our freedoms and security,” stated Congressman Barr. He highlighted that the NDAA enhances national defense, ensures Pentagon accountability, and counters adversaries like the CCP through investments in technology and the Pacific Deterrence Initiative. “I’m proud to support a bill that not only bolsters military readiness but also prioritizes the well-being of our brave men and women in uniform.”
The FY25 NDAA includes several key provisions:
For servicemembers and their families, there is a proposed 14.5% pay raise for junior enlisted members and a 4.5% increase for others. Investments are planned for housing, medical care, and childcare.
To counter the CCP, $15.6 billion is allocated to enhance U.S. military posture in the Indo-Pacific region through the Pacific Deterrence Initiative. The bill also prohibits Chinese espionage activities and strengthens defenses for critical technologies such as hypersonics and AI while supporting Taiwan and Indo-Pacific allies.
In terms of defending Israel, it requires continued battlefield intelligence support against Hamas and authorizes full funding for U.S.-Israel missile defense programs. It also reverses previous decisions to halt certain missile deliveries to Israel.
The focus on lethality and readiness involves eliminating wasteful programs, ensuring accountability through independent audits at the Pentagon, investing in innovative technologies like counter-drone systems, increasing support for shipyard infrastructure, and enhancing defense industrial base resilience.
